Problem with AE

the motion blur dat i apply to this video turns out to be like this. and i dont like it. i would prefer smooth blur.. hmm.. i use flash and export it to MOV and compose it to AE in order to apply motion blur & efx. 25fps scale 1920 x 1080 HD

could someone help me?
